Very quite but residence is for an independent senior, residing in a privately owned bu ilding. Rent is very reasonable compared to other similar buildings in the Washington Metro area. Many apts from 2nd to 4th floor may have a balcony. Most apts are 1 bedrooms but 2 bedroom apts are at a premium. Apts have central air conditioning. Pet friendly (less than 20 lbs). Apts are wired for telephone and cable service; building front door has security access but camera is disfuntional, ANALOG. Horseshoe shaped structure with a remarkable, well manicured outside \"plaza\" with greenery, umbrella tables & chairs, and with an unusual water sculpture, benches & walkways. The gym is disgusting. Rust everywhere. The association picked a beige on beige on beige color scheme for the hallways. Color blind maybe? The association prioritizes Cal Tor for residents instead of cleaning up the gym which at this point may be a health violation.The condo association discriminates against renters by prohibiting moving of any large items on Sunday. Some of us have jobs that we cant take off of during the week. Memie the front desk person wouldnt even let us move boxes without shouting at my wife, me, and my brother in law incredibly rudely by quoting what size of items are allowed to be moved and what arent . My brother in law was going to grab a futon and coffee table for his dorm but apparently we have to schedule that?!?The association creates profit centers to enrich owners at the expense of renters. Laundry centers are a massive revenue item which subsidizes owners hoa fees and for owners who have washer/dryers in their units everyone pays for their water use.It costs 500 dollars to move in and out of the building but again you are only enriching the condo association and their california tortilla parties.On our wedding night my wife and I had to field complaints from a belligerent neighbor for using our balcony on a Friday night. He never uses his balcony just likes to complain. If he didnt want neighbors he probably shouldnt have moved into a condo?The condo is run so poorly that there has been nearly 0 appreciation of the units over a 10 year time frame. The cal tor party fund could be used to actually clean up some of the decrepit parts of the T level.The only good part of Chelsea Towers is Francis the other front desk worker. Ive lived here for 6 years now. The building itself is older and needs some updates but you can make it your \"own\" comfy place. The maintenance guys are super and get the job done; theres no procrastinating with this c rew! Due to the pandemic things have changed but are trying to get back to \"normal\" & community activities have started to resume. Transient & Mobility Buses come to our building for pickups around the county. We are within walking distance to Harford Mall & many other shopping centers close by and very close to Upper Chesapeake Hospital. Theres a non- denominational church that meets on Sunday, a catholic that meets once a week as well. The layout of the building allows continuance exercise during the winter months which is most helpful for us that like to walk! The beauty shop that had been here for years was closed down & that was a real shame as residents really relied on that. Ive seen some changes that arent healthy to this community and thats sad. Pets are permitted. Dogs cannot be over 22Lbs. One pet only. No snakes or critters of that kind. more ... hide ...
