Dogs are running unleashed and without the necessary permits and vaccinations, and their owners allow them to do their business anywhere, including the sidewalks, without cleaning up after them. The only person I have seen walking their dog with a leash, which is well-behaved, trained, vaccinated, and registered, is a man from the office across from me, but I cannot remember his name.
