John Stewart, the proprietor of Cesar Chavez Plaza and leader of budget-friendly housing throughout California, may have passed away (Sept. 2020) but his obscure doctrine of troubling and/or disregarding tenants continues on. It appears his approximately 1300 chosen employees stay because they are comfortable with enforcing his unofficial regulations. REGULATIONS? --- You won't get things fixed promptly. If your appliance breaks, hope for them to bring in a worn-out one from another of their properties. If the manager at Cesar Chavez does not like you, she will find reasons to reprimand you -- and if you are on a Sec 8 housing permit, you only get 3 such reprimands/lease violations and then you are out of Section 8. The external black boxes for rats have not been baited for who knows how long. They are filled with leaves and dirt. So, yes, rats are also inhabitants at Cesar Chavez. And, it is your accountability to get rid of them.My daughter cannot leave the patio screen door open, as the rat(s) that enter through the hot water heater CLOSET and kind of relax on her patio, will go straight for the open door and into her apartment. Why not place a trap in that closet? Because the closet is locked and only the manager and/or plumber have the key. We clean upmore ...hide ...

Was there to visit family member. First floor looks nice. Second floor looks worse for wear, and a HUGE ugly stain on the hall carpet. Didnt go to 3rd floor.
