Additionally, she does not allow the children to go outside and play, as she claims it is too noisy. The apartment is infested with bed bugs, yet tenants are expected to pay for the fumigation, even if it is not their fault. Furthermore, she has the gall to say that no matter what, tenants must still pay rent, even if they are ill or miss days, because her sister-in-law is her manager and never speaks up. The maintenance staff spends their time in the office chatting with her, rather than cleaning the elevators, and they make time to paint toys with her daughter, who is always nearby in the office, instead of cleaning the dirt. People who sell candy are chased away, something Luz Carrillo should not be allowed to do, and she often threatens people about sharing information about the happenings of the building. I lived at a property managed by this woman for five years, but I eventually moved out because I could not handle her any longer. The units were cheaply made and maintained, with broken ACs; thin walls (you could hear everything); bed bugs; children not allowed to play outside; early morning knocks on your door asking you to clean your window screens, scrape chewing gum off the sidewalk outside your door (other people's gum); broken security cameras; nothing allowed on your patio - even a frog statue or broom got me threatened with eviction. Maintenance was poor except when the state inspected prior - which is strange considering it's state-funded. This "fake it until you make it" manager has been there too long already - her sister-in-law being her supervisor might explain that though!
