My experience with Highland19LLC has been extremely frustrating due to their negligence and disregard to their duties as a landlord.Some maintenance was done a few days/weeks after submitting the requests, while others w ere left without comment until 2 months later when they were personally approached. Insect problems were treated without attention to details resulting in having had to treat the same places more than once.The on-sight manager was not on sight at the stated times which resulted in a very poor communication. The front door, while had an entrance with a key and a door phone, was disabled of the door phone and the management thought that an open front door to the building would serve well for mail people to come in. All this resulted in several packages stolen due to the free excess to the building.The pipes in the building were not maintained well and we have experienced continuous water shut offs with several weeks having 2 or more shut offs a week for an extended period of time or with a very short notice. The water was also not turned back on as promised, where tenants had to call the building manager inquiring about it repeatedly. This was a significant matter in times of quarantine.Having had noise issues for months, I have submitted several complaints to the management which has not resulted in any action. I am not a light sleeper and the noises were very significant at night time.Paying rent has not been smooth either. When using checks, they were not cashed for more than 7 days. After they have established an online system, the dates of charges were always off and it did not provide a clear picture of the charges. When the management was asked question, it never felt like I was getting a clear answer or that they knew the system they were using themselves.Upon my departure, the deposit was issued 33 days after I have turned in the keys, which is a violation of the California regulation. The management was declining calls and not responding to emails during this time. They were also not seen on sight.On top of that, the deposit was not returned in full as discussed and confirmed by the building manager on the day of the walk-through. After sending an email to request a detailed explanation, no response was received.When Highland19LLC took over the building in August 2019, the management has asked several families who have lived there for 10 years and on to vacate. While this is not an illegal activity, it certainly shows the character and intentions of Highland19LLC and its parent company K3 Manager LLC.Overall, Highland19LLC have been unresponsive, inattentive, not well-intentioned, unorganized management team, who have also not returned the deposit within the allowed timeframe in California, withheld more than promised without explanation and are now unresponsive.
