My mother lives here and was told that the heat would not be turned on during the day if there were any windows open in the building. But the druggies on the 5th floor always have their windows open to \"air out\" their apartments. Not that it works. So all others have to freeze until 4pm when maintenance goes home. Then when they come back on duty it gets turned off according to if windows are open.
