Updated 7/29/2022I signed my lease May 8, 2022, and quickly realized the manager, Valencia Hightower had lied, when she told me the place had free WIFI. The was the first indication I had that something was wrong. There are so many problems here, it is hard to know where to begin.She gave me one set of keys, and told me they could not be duplicated. I have since learned that they can be duplicated. Ive done it. People who fall for that, and lose their key, and charged $75 for a replacement.She steals things out of peoples apartments. She steals peoples mail. One woman recently approached me, and told me Valencia routinely enters her apartment without knocking, has suddenly walked in on her when she was naked, and appears to be doing that intentionally to humiliate her.She uses the video surveillance system, which is supposedly there for our protection, to spy on people, because she is concerned that someone might be plotting against her. I have spoken to numerous residents who have expressed the concern that Valencia might see us talking to each other.I had reported that Valencia was fired from Indianapolis Housing Agencys Barton Tower, for undisclosed reasons, after the IHA director, Bud Meyers, had been charged for defrauding HUD and other irregularities. I now realize that she was merely transferred within IHA.I believe she has been billing HUD for vacant apartments. I expressed that concern in a letter to United Church Homes board chairman, Karl Ulrich, and another to Indianapolis Mayor Joe Hogsett, who apparently forwarded my letter to the person I was complaining about.Valencia retaliated by serving me with an eviction notice from Ice Miller. What are the grounds for eviction? Criminal behavior. What is the criminal behavior? Writing those letters, which contain baseless and unsubstantiated accusations, which she views as intimidation.I recently met a woman named Peaches, who lives down the hall from me, as she stepped off the elevator. I knocked on her door about ten minutes later, and she didnt recognize me from ten minutes prior. She obviously suffers from severe dementia. Also, she was in there smoking something when she answered the door. She is widely regarded to be a crack addict. She is obviously not bringing the drugs in here herself. Ive been told she is being supplied by a skinny black man who comes in here frequently wearing a backpack.Further down that same hall is a room that has been vacant for several months, because the former occupant is in an assisted living facility. Her stuff is still in there. Valencia has been seen repeatedly entering the apartment. It occurred to me that this would be an ideal location for storing narcotics. If drugs are found in the apartment, Valencia could just blame the former occupant.Shortly after noon on Tuesday, July 26th, I stepped out of my apartment and smelled ammonia, coming from down the hall where I suspect this drug activity is taking place.If I walked into my mothers home and smelled ammonia, I wouldnt think my mother was in there cooking meth. If I smell ammonia in an area where I already have reason to be concerned about drug activity, thats exactly what Im going to think.I made a report to crime stoppers. There was no police response that I am aware of. However, Valencia did become very upset, and started making wild accusations about people plotting against her. I think somebody called her.Yesterday, July 28th, some people from corporate headquarters in Ohio were holding a closed-door meeting in the community room. I think the first thing they need to do is bar Valencia from the property, secure the video footage, which Im told is automatically deleted every Sunday, and do everything in their power to facilitate a criminal investigation.It is a nice building at a nice location. more ...
