Factors such as the heat had been turned on by the resident and had been running in the apartment from the night before. The windows do open and there are working ceiling fans in the living room and bedroom. The air conditioner was working fine, it just was not turned on. We later received a call from the resident stating, \"I know my daughter called but I am actually cold\".
